ACTUAL BEHAVIOR

Maryland garnishments are currently set up to take 25% of disposable income or use 30 times federal minimum wage. In October 2020, this was changed to use the state minimum wage
EXPECTED BEHAVIOR
-----------------------
Expect garnishments to use 30 times Maryland State Minimum Wage to determine if 25% of disposable earnings or minimum wage is used to determine the actual deduction taken
STEPS

The issue can be reproduced at will with the following steps:
1. Employee that earns close to Maryland minimum wage
2. Have a garnishment
3. Expect the system to deduct 25% of disposable

Use 30 times Maryland state minimum wage
