Activity 'PONCNCT/[num]' Has No Performer Error in Sourcing Workflow After Publishing (Doc ID 2783534.1)

Symptoms

On : 12.1.3 version, Auction/RFx creation

In Sourcing, once a RFQ is approved and published, the following workflow error is being encountered -

Workflow Errors: PONCNCT, ######-########
Failed Activity:    Negotiation Publish Success
Activity Type:     Notice
Error Name:      WFENG_NOTIFICATION_PERFORMER
Error Message:  3120: Activity 'PONCNCT/######' has no performer.
Error Stack:      Wf_Engine_Util.Notification_Send(PONCNCT, ######-########, ######, PONCNCT:NEGPUBLISH_SUCCESS)
                       Wf_Engine_Util.Notification(PONCNCT, ######-########, ######, RUN)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a RFQ
2. Submit it for approval
3. Approvers approve the RFQ
4. RFQ is published
5. Observe the Workflow Error
