XLABAOPE: Open Period Balances Ends With Error: There is no record in xla_ledger_options for ledger (Doc ID 2784185.1)

Symptoms

When attempting to Run Open Period Balances the following error occurs:

p_ledger_id: XXXX
p_effective_period_num: XXXXXXXX 
Opening SLA Period Balances
There is no record in xla_ledger_options for ledger XXXX
Unsuccessful

The issue can be reproduced with the following steps:
1. Open GL Period
2. System will run Open Period Balances program
3. Open Period balance completes with error
