Symptoms

ACTUAL BEHAVIOR
-------------------------------
While searching Post Award Request(PAR) "Unassigned -> No", both assigned and unassigned Post Award requests are displayed.

EXPECTED BEHAVIOR
-------------------------------

Expect not to see unassigned PARs

STEPS
-----------
The issue can be reproduced at will with the following steps:
1. Login to CLM Purchasing Respsonbility
2. Demand Work Bench
3. Post Award requests
4. Search for Unassigned -> No
5. Verify the search results.
6. Both assigned and unassigned PARs are displayed
