Unable to Incomplete a Credit Memo - Error: "This Action Has Been Blocked..." - Transaction is Impacting Period Close (Doc ID 2784839.1)

Symptoms


When trying to incomplete a Credit Memo the below error message is raised:

 This action has been blocked to avoid inaccurate accounting entries

The transaction in question is impacting period close.
There are activities/applications to an Invoice in this Credit Memo, and it cannot be incomplete.


This Credit Memo has some TAX records for which the PREVIOUS_CUSTOMER_TRX_ID is NULL in RA_CUSTOMER_TRX_LINES_ALL. As a result, the distributions for these TAX records are missing in RA_CUST_TRX_LINE_GL_DIST_ALL. This is causing the transaction not to get processed/accounted.
