Symptoms

Problem Description

Submitting PDOI where it populates po Headers, Lines and Distributions Interface tables. Failing with errors in regard to the Award segment of account id when there was no backing Requisition.

ERROR
-------------------
Error: Generation of Budget Account failed.; Error: Budget Account (Value = 0) is not a valid budget account.

STEPS
----------

1. Using Purchasing responsibility, navigate to Reports
2. Run PDOI to create PO with account codes that include Project data
3. Fails to build account code on 12.2.10 UAT instance
4. Same customized account code generator code works on 12.1.3

Changes

 Upgraded from 12.1.3 to 12.2.10 - Issue started occurring after upgrade.
