Performance issues observed in CLE: Z4 Report after upgrading from 12.1.3 to 12.2.10

EXPECTED BEHAVIOR
-----------------------
Performance issues in CLE: Z4 Report should not occur after upgrading from 12.1.3 to 12.2.10

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Receivables Superuser responsibility for Germany.
2. Go to View > Requests > Submit a New Request.
3. Run the CLE: Z4 Report program.
4. Notice that program is taking long time to complete.

Changes

 Instance upgraded from 12.1.X to 12.2.X version.
