Goal

The base views used by PA_COMMITMENT_TXNS_V changed in R12.2 to now include a clause for PA_TASKS_EXPEND_V.  The clause in PA_TASKS_EXPEND_V mandates that all project tasks have to allow for cross-charging (i.e. ALLOW_CROSS_CHARGE_FLAG = 'Y').  Because of this change, the view no longer returns data.
