Performance Issue with OPM Accounting Pre-Processor After Upgrade from 12.1.3 to 12.2.9 (Doc ID 2789142.1)

Symptoms

After upgrading from 12.1.3 to 12.2.9, OPM Accounting Pre-Processor (OPP) takes about twice as long to run. It had taken between 12 and 20 minutes on this instance; after upgrade it takes between 30 and 40 minutes.

Gather Statistics did not improve the time.

EXPECTED BEHAVIOR

Expect it to run as quickly as before.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.Upgrade to 12.2.9
2. Run OPP (OPM Financials > OPM Accounting Pre-Processor
