Unable to search Items in iProcurement after upgrade.

EXPECTED BEHAVIOR

Able to search Items in iProcurement after upgrade.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into Oracle Applications:
2. Select iProcurement Responsibility
3. Click on Shop Tab:
4. Input the item Number
5. No Items to display.
6. Zero Record(s) selected.
