Symptoms
On : 12.2.7 version, SUPPORT
When attempting to execute CMCCCI: Material Cost Collection Worker the following error occurs.

ERROR_CODE:
CSTPPCCB.pm_process_txn_mmt(173): CSTPPCCB.pm_insert_pti_pvt(13): FAILED TO GET ACCT. No Account Retrieved.(56) Txn_id: 308417798 CE: 1 Rsrc: Src_flag: -1 Borrow payback variance: -1
ERROR_EXPLANATION:
No capitalization accounts were obtained from the manufacturing subledger for this transaction. Either the cost distributor failed or the setup may have changed since the transaction was initiated and before the cost collector was run.

The issue can be reproduced at will with the following steps:
1. Run the Material Cost Collection process
2. Review CMCCCI: Material Cost Collection Worker logfile for error
