Symptoms

On : 12.2.4 version, Auction/RFx creation

When attempting to approve Award, getting error due to invalid package with
the following error occurs.

Errors for PACKAGE BODY PON_AWARD_PKG

PLS-00302: component 'DELETE_ATTACHMENT' must be declared
PL/SQL: Statement ignored

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply patch
2. Try to approve RFQ Award
