Symptoms
The script txkOnPremPrePDBCreationTasks.pl is failing.
The log file xkOnPremPrePDBCreationTasks.log shows the following error:

FUNCTION: main::createPDBDescriptorXML [ Level 1 ]
ERRORMSG: PDB Descriptor XML creation did not go through successfully.
STEPS TO REPRODUCE THE ISSUE:
The error occurs when executing step 2 of the section "Section 7: Plug In the Oracle Database 19c Non-CDB Database as a PDB" of note "Using Oracle 19c RAC Multitenant (Single PDB) with Oracle E-Business Suite Release 12.1 (Doc ID 2530680.1)"
7.1 Create a Non-CDB Descriptor File and Check Compatibility
1. Register the non-CDB database either with the existing Oracle E-Business Suite listener or with the grid listener.
2. Prepare the instance to be plugged in by executing the script txkOnPremPrePDBCreationTasks.pl.
