Symptoms
EBS integrated with Apache reverse proxy
On top of Reverse proxy there is IDCS for SSO
When attempting to log in to EBS, User Login Screen Loop back (post login, get the same login screen again)
the following error occurs in the access logfile

STEPS

The issue can be reproduced at will with the following steps:
1. Integrate EBS With Apache reverse proxy
2. On top of Apache layer integrate IDCS for SSO
3. Go to the EBS login page and provide the credentials
4. The login page loops back to login page again
