Goal
User used the same List of Value (LOV) in 12.1.3 and it was working fine.
After upgrade to 12.2.9, the LOV raise error: view IGS_LOOKUPS_VIEW is not exist.
When checked in database, user didn't find the View, so they need to know if this view is no longer valid after upgrade? And what is the alternative?
steps to reproduce the issue:

1. Logged in with responsibility: Global HRMS Manager
2. Go to View > Submit request > enter report name, when enter in the parameters, for a List of Value named IGS_LOOKUPS_VIEW > when click on it, user got the error
