Fnd_run_function.get_run_function_url Does Not Prompt To Select Responsibility (Doc ID 2795821.1)

On : 12.2.9 version, Installation

After upgrading to 12.2.9 from 12.1.3, the fnd_run_function.get_run_function_url does not prompt to select responsibility.

On ebs 12.1.3 the url generated by this function would prompt the user to select a responsibility before proceeding to the destination URL page. 

However, after upgrade to ebs 12.2.9, the url generated by this function would not prompt the user to select a responsibility.

Step to reproduce:

1. Log into Oracle ebs.

2. Access Oracle form using responsibility like OPM (Purchasing) application responsibility

3. Invoke the function fnd_run_function.get_run_function_url with following IN parameters:
     p_function_name = ASN_ORGUPDATEPG
     p_resp_appl = null
     p_resp_key null
     p_security_group_key = null

4. On the same browser session from step 1, enter the url generated by step 3. 

     The CRM page (ASN_ORGUPDATEPG) is loaded using the OPM user responsibility through that context instead of prompting the user to select the CRM responsibility.

How can we invoke it so that it prompts for the user to select the responsibility?
