Symptoms

Unable to define or create Issues. Application throws below error while creating issue.

"An issue type must exist before you can create an issue. Please contact your System Administrator."

Steps to reproduce
---------------------
1. Navigate to the Projects Self Service Responsibility.
2. > Projects: Delivery > Search Project. Search and open the project.
3. Click on the Control tab. Click the Issues subtab.
4. In the Select Issue Type page, click the Create button.
