XML Publisher Not Getting Images From HTTPS URL. (Doc ID 2796915.1)

Symptoms

XML Publisher RTF template is not retrieving a dynamic image. This works find if the site from where the image is getting retrieved allows an HTTP connection. However, getting images from a site that enforces HTTPS connection fails to retrieve the image. In summary:

Errors from the debug log:

Failed to load the image.

javax.net.ssl.SSLException: Received fatal alert: protocol_version
