In Oracle Sourcing, Release 12.2.x, RFQ Templates Cannot Be Viewed When Using the Sourcing Buyer Responsibility (Doc ID 2797155.1)

Symptoms

In Oracle Sourcing, Release 12.2.4 and later, RFQ Templates that are Public and Global are available to users with Sourcing Super User responsibility, but are not visible when using Sourcing Buyer responsibility.

Due to this issue, sourcing buyers cannot view the RFQ templates that have been created by other users.
It is expected that the global active RFQ templates are visible when using the Sourcing Buyer responsibility.


Steps To Reproduce

The issue can be reproduced at will in a Vision Demo environment with the following steps:
1. Sourcing Super User responsibility > Negotiations tab > Templates > RFQ
Search for Status = Active
The following RFQ templates are seen. All have Type = RFQ and Access = Public and Status = Active
- Heavy Equipment
- Electronic Subassembly RFQ Template
- Construction Contract for Retail

2. Sourcing Buyer responsibility > Negotiations tab > Templates > RFQ
Search for Status = Active
None of the above-mentioned RFQ templates are visible.
