After Upgrading Database to 19c When Using the Copy Functionality Unable to Copy Previously Processed/Submitted Requests (Doc ID 2797918.1)

Symptoms

On :EBS 12.2.5 version, Request Submission/Scheduling, Production Environment

ACTUAL BEHAVIOR
---------------
After upgrade to 19c database not able to copy previously submitted requests. There is no log file. Results appear in forms interface.

EXPECTED BEHAVIOR
-----------------------
Previously submitted requests should be copied without any issues.

STEPS
-----------------------

The issue can be reproduced at will with the following steps:

1.  Login to E-Business Applications.

2.  Navigate to System Administrator responsibility.

3.  Navigate to Request -> Run.

4.  Query program for submission.

5.  Submit.

6.  Select Copy Single Request button.

7.  No concurrent requests appear.

Changes

 Upgraded database to 19c.
