Punchout Error "201 Unable To Reach Supplier Site" for Supplier (Doc ID 2797927.1)

Symptoms

On : 12.2.3 version, Punchout to Supplier or hub

Punchout stopped working after patching after DBA applied Q3 CPU patches in non-prod environments.
The following error appears while trying to establish the connection:

Error Code: 201 Unable To Reach Supplier Site

STEP 
---------------

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications, using an iProcurement responsibility.
2. From the iProcurement shopping home page, click on the link to perform the punchout to the supplier site. The errors occur at this point.
3. Error Code: 201 Unable To Reach Supplier Site
4. Unable to send the Login Request XML.
   Supplier Login URL: https://www.xxxxx.com/eprocurement/punchout

Below are the list of patches we applied per :1. Reviewed: Oracle E-Business Suite Release 12 Critical Patch Update Knowledge Document(April 2021) Doc id 2759182.1
1. Patch 32438203 (April 2021 EBS R12 CPU)
2. Patch 32488053:R12.FWK.C (Release 12.2.6 orR12.ATG_PF.C.Delta6,apply Patch32488053:R12.FWK.c)
3. Additional patches required from previous CPU:
a. Patch 32004048:R12.OKC.C. (Oracle Procurement Contracts, Sales Contracts, Repository Contracts, or Service Contracts and author clauses)
b. Patch 32750949:R12.POS.D. (Oracle iSupplier Portal (POS) or Supplier Life Cycle Management (SLM) product [using Prospective Supplier Guided Navigation])
4. JDK upgraded used by weblogic server from 1.7.0_79 to 1.7.0_271 per: Doc 1309855.1.
