Goal

How can one setup modifiers to meet the following business requirement?

--Has a list of 3000 items
--Has one modifier of 8% which is applicable to all items
--Identified 20 items which should be in a separate surcharge modifier of 7%. For these items, the 8% surcharge modifier should not be applied, just the 7% surcharge modifier

So the requirement is that when these 20 items are created on sales order the 7% surcharge modifier should be applied (only)
All other items entered on the sales order should receive a 8% surcharge modifier.
