R11 R12 OKE Contract Approval Workflow Is Stuck And Will Not Complete

Symptoms
A user entered a new award contract.
No employee was associated to the Administration tab for the OKE Contract Approval.
So, The OKE Contract Approval process would then use the first available SITE level Contract Administrator listed in the Approval Hierarchies.
And, the SITE level Contract Administrator logged into Web Applications Notifications, located the contract and set the OKE Contract Approval to APPROVE.
But, the contract workflow approval process stalled.
The process was stuck in the OKE Contract Approval Sub Approval process in the "Is Final Approver?" function.
All new contracts after the stuck contract are processed through the contract approval without issue.
If the user retries the Approval Start process, for the stuck contract, they receive the error:
FRM-41032:Cannot set ENABLED attribute of current item PROCESS.START
