RFQ Approver Checkbox Showing Readonly With Yes Or No

Symptoms
On : 12.2.4 version, Auction/RFx creation
ACTUAL BEHAVIOR
---------------
Approver checkmark is not working properly in collaboration team members region while creating RFQ in Sourcing. It is showing as Yes or No read only.
The Message checkbox approver. Rendered has below statement.
${oa.ApplicationPropertiesVO.ApproverCBRendered} which is the same from higher EBS releases.
EXPECTED BEHAVIOR

Expect the Approver checkbox to be available to check.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Sourcing Super User > RFQ
2. Check the Approver column. No checkbox available. It shows Yes or No as readonly.
