In Lease Management, when performing rebook to change effective start date of contract contract activation fails with QA validation error

"Passthrough Start date should fall within contract line effective dates (Line=Fee Line/PASS THROUGH FEE)."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Lease Super User > Book a contract with Pass through fee
2. Revise the contract to change the contract start date
3. Activation of revised contract fails with error
