Problem Statement:

Unable to assign a Shift Differential Policy or Earnings Policy to employees in the Assignment Time Information Window.

The List of Values (LOVs) are empty.

Steps to Reproduce:

The issue can be reproduced with the following steps:
1. Using your OTL Setup Responsibility, create a new Shift Differential Policy (or Earnings Policy)
2. Navigate to Assignment Time Information
3. Query an employee to assign the new Policy
4. The LOV for these policies do not show your new policy
