Goal

Can A key member be deleted from the Projects Form (PAXPREPR) instead of end-dated?

Steps to Reproduce:
-----------------------
(1) Grants Accounting or Project Accounting Responsibility
(2) Navigate to Projects
(3) Query up Project in Question
(4) Click on Key Members in Lower Half of Options Section
(5) Choose specific Key Member, Delete using Red X in upper Tool Bar
