Goal

Why is GMS: Submit/Baseline Award Budget is not triggered and submitted as a request when the budget is baselined?

When is program 'GMS: Submit/Baseline Award Budget' submitted from Award Budgets form?

Steps to Reproduce
=============

  1. Log into a Grants Accounting Responsibility
  2. Navigate to Budgets > Award Budgets
  3. Enter Award Number and Project Number
  4. Click Find
  5. Click on Details
  6. Update or Add information to the budget details
  7. Save
  8. Back out of the Details form
  9. Click Submit
  10. Click Find Draft to refresh the budget status
  11. Click Baseline.
