EBS 12.1.3 - The Adstpall.sh Script Fails with Status 4

Symptoms
On : 12.1.3 version, AD UTILITIES
The adstpall.sh script fails, Exiting with status 4 in R12.1.3
While stopping the application services only HTTP Server was successfully stopped
Remaining Servers Processes like Forms, OA Core and OAFM, take about 2 minutes time for stopping,
seeing these processes are forcefully stopping.
ERROR : Timed out( 100000 ): Interrupted Exception
You are running adoacorectl.sh version 120.13.12010000.2
