Foreigner Rule Tax Adjustment Only Calculated For First Part Of Month, When There is a New Assignment-Record Somewhere in That Month (Doc ID 2802043.1)

Symptoms

Since 2021, the wage element 'Foreigner Rule SI Standard Tax Adjustment' is not calculated correctly any more in a month, when there is a new assignment-record somewhere in that month.
For example: assignment X has a record in per_all_assignments_f with effective_start_date 6 January 2021. In 2021 this assignment usually has a Foreigner Rule SI Income Standard Tax Adjustment of EUR 942,84, while this assignment in January has a Foreigner Rule SI Income Standard Tax Adjustment of only EUR 152,07 (= € 942,84 * 6/31).

EXPECTED BEHAVIOR

'Foreigner Rule SI Standard Tax Adjustment' is expected to be calculated for full period, 1 Jan - 31 Jan, not 1-5 Jan

STEPS

The issue can be reproduced at will with the following steps:
1. Login using NL HRMS Manager responsibility
2. Do an assignment change mid month (People > Enter and Maintain > Assignment)
3. Run quickpay ((People > Enter and Maintain > Assignment > Others > Quickpay) and notice that the 'Foreigner Rule SI Standard Tax Adjustment' element value is only calculated for the first part of the period, before the assignment change
