ACTUAL BEHAVIOR
---------------
The gmf_actual_cost_adjustment_pub.create_actual_cost_adjustment API allows you to pass in a period_id from a legal entity other than the one that owns the organization for which you are creating the adjustment. The invalid data created this way causes errors in actual costing and can cause a signal 11 error.

EXPECTED BEHAVIOR
-----------------------
Expect the API to have validation so that it will error if the period is owned by a different Legal Entity than the organization.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In the API, pass an organization_id owned by one legal entity, but a period_id from a period associated with a different legal entity
