Symptoms
On : 12.2.4 version, Actual Cost Process
OPM Cost Allocation process not working when there are unused segments in between in OPM Accounting flexfield.
Steps:
-----------------------
1. Run the Cost Allocation Process (OPM Financials > Requests > OPM Cost Allocation Process)
2. Expenses were not allocated due to setup to get value from GL account with unused segments in between.
3. In the log file they see that Expenses allocated are 0, although the value in GL is higher.

The issue has the following business impact:
Due to this issue, users cannot generate expense allocation.
