In Oracle iProcurement, an Error Occurs When Trying to Export to Excel - You do not have permission to access this functionality (Doc ID 2803756.1)

Symptoms

In Oracle iProcurement, Release 12.2.6 through 12.2.9, an error occurs for iProcurement users when trying to export receiving data to Excel format.

The problem occurs only for users that have only an iProcurement responsibility assigned, or users that do not have Payables or Purchasing responsibility assigned. Users with System Administrator/Administration responsibilities are also able to successfully export.

Due to this issue, the iProcurement-only requester users cannot export the receipt data for selected purchase orders.
As a workaround, the data can be successfully viewed on the View Receipts page, and users can copy-and-paste from the page to Excel.

Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. Navigate to iProcurement responsibility > Receiving tab > View Receipts.
3. On the View Receipts page, search by the desired purchase order (PO) number and click the Go button.
4. In the search results table, click on the ellipses (...) icon and then select Export.
In the resulting pop-up window which has title "Exporting Table Data: This table shows the details of the most recent receipts for a specific", the error message appears.
