Java Framework Error "You cannot Create the Header" Occurs When Creating Concurrent Modification for an Award (Doc ID 2804024.1)

Symptoms

When attempting to create a Modification for an Award with existing Modification the error occurs during Saving the modification

UCG // Cannot Save Concurrent Modification

When trying to create a concurrent modification when another mod already exists, getting error that "You cannot update the Header"

Steps To Reproduce the Issue

 

  1. Find or create an award with at least one other Modification that is open/un implemented
  2. Create another Modification for this same award
  3. Attempt to save-error occurs
