City does not Appear in the Suggestion List of Values for Address Cities for US: OH: LAKE

ACTUAL BEHAVIOR
---------------
When viewing the list of values (LOV) for the Account Site address suggestions for the site of an organization, the suggestions for country: US, state: OH, county: LAKE has no suggestions for city.
EXPECTED BEHAVIOR
-----------------------
The expectation is that all suggestion rows for US: OH: LAKE have suggestion box rows with cities in the LOV.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Receivables Manager > Customers > Search for Customer
2. Begin creating a new site. Note in the LOV of the address suggestions that the suggested row for OH, LAKE contains no suggestions for city, CONCORD TOWNSHIP or zip code 44060.
BUSINESS IMPACT

The issue has the following business impact:
Users cannot add CONCORD TOWNSHIP as the city for the address as it does not display in the suggestion list.
The are no cities in Geography Hierarchy for US; OH; LAKE
