Build Workday Calendar (BMCPCL) Fails to Build Completely with GEN-INVALID FORECASTS (Doc ID 280715.1)

Symptoms

The Build Workday Calendar concurrent program (BMCPCL) is run to build the calendar. The calendar seems to run successfully but does not appear to be correct. After the calendar is built, the MRP Calendar shows a period start date that is not consistent with how the calendar was defined.

Examining the BMCPCL request log shows the following message:

    GEN-INVALID FORECASTS
Error in mrp_adjust_dates_by_calendar
