Project Workplan Version Does Not Show The Locked By Populated and And No Option Given To Unlock Version To Update (Doc ID 2808102.1)

Symptoms

After upgrading from 12.1.3 to 12.2.10 all project workplans do not have the locked by column populated with a user name and the unlock option is not available in the actions list of values.

Steps to Reproduce
---------------------
Log into a Project Self-Service responsibility
Navigate to Delivery -> Search Project -> Look up a project with a workplan
Click on the Workplan Tab -> Maintain Version
Click the drop-down list under the actions column

Upgrade from 12.1.3 to 12.2.10
