Symptoms

When using public API oke_import_contract_pub.create_contract_header to create Project Contract header it does not populate Fee details.


The issue can be reproduced at will with the following steps:
Use oke_import_contract_pub.create_contract_header to create Project Contract header.

Navigation path to review Fee details:

Use a Project Contracts responsibility
> Contract Organizer > select from Recent Documents >
> Go To > Authoring Workbench
> Contract Header > choose Billing from List Of Value > go to Fee section
