APP-PA 23105 Fund Control Level Can Not Be Altered For A Project Integrated To An External Budget (Doc ID 2811398.1)

Symptoms

When changing a project budget control level from None to either, Advisory or Absolute, on Non-Integrated budgets encountering the form error:

APP-PA-231505 Funds Control level cannot be altered for a project integrated to an external budget.

Steps To Reproduce
---------------------

  1. Log into a Projects Responsibility
  2. Navigate to Budgets
  3. Enter Project Number
  4. Enter Budget Type
  5. Click Find
  6. Go to the Toolbar > Tools > Budgetary Control
  7. In Project section, change Control Level from None to another value
  8. Click Save
  9. Receive the form error and no save is committed.
