Steps to reproduce:

1.  Using a Projects responsibility, navigate to Projects: Delivery-->Project List

2.  Select the project number from the Project List page.

3.  Select Project-->Setup

Ensure the Workplan Baseline Versioning option is enabled.

4.  Select Workplan-->Tasks. 

5.  Click on Review and Publish
