Fast Formulas Have Duplicate Database Items After 12.2 Upgrade

Symptoms
After the upgrade from 12.1.3 to 12.2.9 or above, when searching the Fast Formula form for formula database items, it is found that the database item name of any balance is duplicated. On one row, there is a description, but on the second row, the description field is blank.

The issue can be reproduced at will with the following steps:
From Global HRMS Manager responsibility:
Navigate: Total Compensation > Basic > Write Formula > search on any Oracle Payroll type > Show Item > Search on any standard or custom balance
Changes
Upgrade from 12.1.3 to 12.2.9 or above.
