Symptoms

Users are altering the "Calculate Tax" flag on a Supplier Site then creating Purchase Orders in the Buyers Work Center and noticing the flag is not changing the tax computation

Steps to reproduce the issue

Set the Supplier Site checkbox field Calculate Tax Set from Y to N for a PO/Supplier with tax computed
1. PO Updated
2. Tax calculating even though tax is off

Set the Supplier Site checkbox field Calculate Tax Set from N to Y for a PO/Supplier with no tax computed
1. PO Updated
2. Tax calculating even though set to No Tax
