Some Users Do Not Have The Upload Link In WebADI Templates After Upgrade to 12.2

Symptoms
Some users are not seeing the Oracle Add In upload link in the created WebADI templates.
Steps to re-create the issue.
1) Using Desktop Integration responsibility.
2) Navigate to Create Document.
3) Select template and layout to be used, generate the document.
4) Once the document was created in Excel the Oracle Add In menu item is not seen.
Due to this issue the templates generated are not use able.
Changes
Upgrade from 12.1.3 to 12.2.X.
