Web Service Deploys with J2T-130 error After Upgrading the Database from 12c To 19c (Doc ID 2814875.1)

Symptoms

When deploying ISG service, the below error occurs.

Mon Oct 11 21:56:41 CDT 2021 : oracle.apps.fnd.soa.generator.util.DataAccess.generateJPubWrapper : Error happened while Jpub wrapper generation J2T-130, ERROR: Array element type (typecode 0) is not supported
Mon Oct 11 21:56:41 CDT 2021 : oracle.apps.fnd.soa.util.SOAException.getSOAException : Error in Service GenerationJ2T-130, ERROR: Array element type (typecode 0) is not supported
Mon Oct 11 21:56:41 CDT 2021 : oracle.apps.fnd.soa.util.SOAException.getSOAException : java.lang.Exception: J2T-130, ERROR: Array element type (typecode 0) is not supported
at oracle.apps.fnd.soa.generator.util.JPublisher.generateWrapper(JPublisher.java:184)
