Symptoms

When trying to create a Credit Memo on an existing Invoice from Transactions form, system throws following error 

ERROR

The system cannot determine geographical information for this location and cannot derive a tax jurisdiction. please contact your system administrator.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. NAV Receivables Responsibility 
2. Open Transactions --> Transactions 
3. Query the Invoice
4. Click on Action --> Credits (to create a Credit Memo)
Form throws an error on the screen.

NOTE: that this error is seen with Invoices of a Particular Customer and its Address Location(Site).
Geography Name Referencing Program was run and data exists in table hz_geo_name_reference_log with value of MAP_STATUS=S
The location_id is Bill To Customer Site Location of the Invoice.
