Symptoms
After upgrading to 12.2.10 GL Budget Wizard system forces user to select Account From / Account To specific combinations.
Unable to create Budget Wizard document with out entering complete low and high range.
STEPS

The issue can be reproduced at will with the following steps:
1. Go to General ledger Responsibility
2. Journal > Launch Budget Wizard.
3. Enter values for two segments of the account range
Changes
Upgrade from 12.1.3 to 12.2.10.
