NLS Patch Fails Loading pyzzwbeui.ldt with "An entity definition is required to define values of type BNE_PARAM_DEFNS" (Doc ID 2821978.1)

Symptoms

Problem Statement:

When applying NLS patch that includes pyzzwbeui.ldt, loading ldt file fails with the error below.

Uploading from the data file /xxx/EBSapps/appl/pay/12.0.0/patch/115/import/E/pyzzwbeui.ldt
Altering database NLS_LANGUAGE environment to SPANISH
Dump from LCT/LDT files (/xxx/EBSapps/appl/bne/12.0.0/patch/115/import/bneint.lct(120.1.12020000.1), /xxx/EBSapps/appl/pay/12.0.0/patch/115/import/E/pyzzwbeui.ldt) to stage tables
Dump LCT file /xxx/EBSapps/appl/bne/12.0.0/patch/115/import/bneint.lct(120.1.12020000.1) into FND_SEED_STAGE_CONFIG
Dump LDT file /xxx/EBSapps/appl/pay/12.0.0/patch/115/import/E/pyzzwbeui.ldt into FND_SEED_STAGE_ENTITY
An error occurred at line 620 in file /xxx/EBSapps/appl/pay/12.0.0/patch/115/import/E/pyzzwbeui.ldt
An entity definition is required to define values of type BNE_PARAM_DEFNS

 

 

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Apply NLS patch or Translation Synchronization Patch(TSP) that contains pyzzwbeui.ldt
  2.  Worker job fails loading pyzzwbeui.ldt
