Cancel Hire of Employee.Applicant Person Type Is Not Removing Latest Period Of Service Record (Doc ID 2823192.1)

Symptoms

On : 12.2.9 R12.HR_PF.C.Delta.14 version, Cancel Hire

ACTUAL BEHAVIOR  
After canceling latest re-hire action of an Employee.Applicant person type,
it didn’t roll back the last Period of Service record and person type and
latest_start_date appears as incorrect in people form.
This is causing a data corruption of the person records.

EXPECTED BEHAVIOR
After cancelling the latest hire action, expected to see correct person type
as Ex-Employee.Applicant and previous latest start date of the person.

STEPS
The issue can be reproduced at will with the following steps:
1. Using HRMS Manager responsibility
2. Create an Applicant as of e.g. 01-APR-YYYY
3. Go to Others->Application form, Change application to Accepted as of
 27-JUN-YYYY
4. Hire Applicant on Accepted application as of 08-JUL-YYYY
5. Create new Application as of 02-APR-YYYY
6. From Others->Application form, Create new application as of 16-SEP-YYYY.
For the new application created, change status to Accept as of 22-SEP-YYYY
7. Go to End Employment and Terminate the Employee as of 30-SEP-YYYY
8. Hire Applicant as of 01-OCT-YYYY on accepted application (Important: keep
the remaining applications open/retained)
9.Cancel Hire action of Employee.Applicant person type as of 01-OCT-YYYY

Note that latest record from PER_PERIODS_OF_SERVICE is not removed
Also, the person type is Active Employee as of 08-JUL-YYYY  while this Hire
action was terminated as of 30-SEP-YYYY
It is expected to be Ex-Employee.Applicant as of 01-OCT-YYYY
