In Oracle iProcurement, an Error Occurs When Trying To Create a Receipt - Your receipt could not be created successfully due to an unexpected error (Doc ID 2824069.1)

Symptoms

In Oracle iProcurement, Release 12.1.3 as well as Release 12.2.4 and higher, an error occurs when trying to create a receipt.

 
Error

Your receipt could not be created successfully due to an unexpected error. Please contact your system administrator with the following information for further assistance.
"The receiving transaction manager for receipts, returns and correct items is not active. Please try later."



Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. Navigate to an iProcurement responsibility > iProcurement Home Page > Receiving tab.
3. On the Receiving home page, find the Purchase Order number to receive
4. Select the line(s) to receive
5. Save the transaction.  The error occurs at this point.
