Create Vacancy: Job Title And Organization Name Are Not Populated From Default Job Posting (Doc ID 2824640.1)

Symptoms

On EBS R12.2.9, Requisition and Vacancy

ACTUAL BEHAVIOR
 After upgrading from R12.1.3 to R12.2.9 version, when creating a new Vacancy, in the Default Posting Page, the Job Title and Organization Name are not taken from Default Job Posting details

EXPECTED BEHAVIOR
Expect to have the same behavior in R12.2 environment as in R12.1: When default job posting details exists, the Job Title and Organization Name text to be populated from the Default Posting Definition created by user.

STEPS
The issue can be reproduced at will with the following steps:
1. Using iRecruitment Recruiter-> Setup ->Default Postings
Create a default posting at one position level and populate Job text and Organization text
2. Go to iRecruitment Recruiter -> Vacancies -> Create Vacancy -> select position used in step 1
3. Press Next to move forward to Format Job Posting Tab.
4. The page renders for Job Title and Organization Name fields the actual Job and Organization name text
even there is a different Default Posting text defined at position level.
